2023 Interim Meeting of the HOD: Aug. 8 Speakers' Update

It’s hard to believe it’s been two months since the Annual Meeting which means in three short months, the 2023 Interim Meeting will convene at the Gaylord National Resort & Convention Center, National Harbor, Maryland, on Nov. 10-14, 2023. Preparations for the meeting are well under way. We are providing this update to allow you to plan accordingly.

This will serve as your official notification that the board has decided to start the meeting on Friday evening, Nov. 10, 2023. A Friday opening session worked well at Annual 2022 and Annual 2023 by alleviating meeting space congestion and allowing delegations and caucuses more time to interact with section members and to consider the important business of the House. Your speakers have not yet finalized the schedule for the meeting, but anticipate commencing the opening session at 6 p.m. Eastern.

Delegates are reminded that business at the Interim Meeting is limited to advocacy. The schedule has not yet been finalized, but we will likely utilize our typical six reference committees for an Interim Meeting. If the volume of business exceeds the norm it may be necessary to extend reference committee hearings or to add additional reference committees. HOD business sessions may also be extended, but this will not include additional meeting days. The meeting is scheduled to adjourn at noon Eastern on Tuesday, Nov. 14. Please make your travel plans to allow full consideration of all business. 

Camp AMA will again be available for the duration of the AMA section and HOD meetings. Pre-registration will be necessary for children to participate. Further details will be forthcoming.

Delegation leadership and staff are encouraged to confirm that their members have received this communication to ensure that the HOD office has correct email addresses. Important further information will be sent to these same email addresses.

Given the large volume of business we have had to process for the last several meetings and anticipating we will have a similarly large volume for this meeting, we have elected to change the deadline and submission protocol. The new deadlines will be strictly followed. Our goal is to have all business processed so that the entire handbook will be posted online by Oct. 13. There will be no supplement. This will also allow us to post all on time submissions, minus any exempted submissions, to the online forums for your review and comments during the 14-day window currently required by policy.

Please note that all submissions must also be correctly formatted prior to the submission deadline, i.e. no edits/corrections will be accepted after the deadline. A resolution template with instructions is available for your use. Again, all submissions must adhere to this template. Those that are incorrectly formatted will be returned for editing. The HOD office will not edit your submissions for you. We would like to encourage delegations to submit all resolutions they have slated for the Interim Meeting as soon as possible. This will allow for time for review of format prior to the deadline.

Submission deadlines

On-time submissions:

  • Sept. 27, 2023, 5 p.m. Central: Resolutions from meetings held prior to Sept. 1, 2023
  • Oct. 11, 2023, 5 p.m. Central: Resolutions from meetings held Sept. 1-Oct. 6, 2023

Exempted submissions:

  • Per Bylaw 2.11.3.1.1 (PDF), exempted resolutions may be submitted within seven days of the conclusion of meetings held within the five-week period preceding the commencement of the HOD meeting.

Excluding resolutions directly transmitted from the sections, any resolution received after these deadlines will be considered late.

Your speakers are seeking volunteers for HOD committees including reference committees, the Rules & Credentials Committee, and tellers. Please submit your forms as soon as possible. 

As per policy G-610.020, candidates may announce their intention to run via submission of candidate cards to the HOD office which are then subsequently posted on the HOD elections page. Your speakers have determined that the official candidate notification will be attached to our periodic updates to the House with the most up-to-date information.
